(In case no one has said so...) The VF13 script behavior is as expected
for the tutorial. The optimization is set to stop after the first pass
through the optimization sequence.

All, note that you can (and should) run all the sample tests in a
given folder yourself:
1.Set RunMode = Testing in the startup file:
2.Right click on Scripts folder in the GMAT GUI
a.Select AddScriptFolder
3.Select desired folder for which you wish to run all sample scripts
a.Right click on that folder. Select RunScripts
