well, since i cannot test it with testsuite it is better that someone
make this small change. i could make point 1 and 3 but not the second

I guess it's a bug. It is not even documented.
If you want to fix you should:
1) document in doc/C/usermanual/gnashrc.xml
2) test with testsuite/libbase/gnashrc.in
and testsuite/libbase/TCXXRc.cpp
3) fix parseFile/updateFile of rc class.
