We can move libvaapi to libbase/ then. The reason why I initially split it off was it was faster for me to fix/build/relink this part only.
I swore vengeance on anyone who reintroduces either a circular dependency or any sort of dependency for libbase when I removed this problem a few weeks ago, and I meant it!
The 'hwaccel' branch was created many weeks ago so vengeance was not possible at this time. ;-)
