There is a concept that a number of GNOME modules have begun adopting that
you might consider.  They offer both a full POT and a "reduced" POT.  The
reduced POT is just a subset of full that contains the more commonly
encountered messages.  It is mergable into the full, but gives localizers a
high-impact smaller project to work on first that accomplishes a large
percentage of the goals of L10n. It takes some familiarity with use of the
package to make this determination and distinguish rarely viewed strings,
but it is a nice accomodation to make for localisers that makes it easier
