How come? I thought that Ubuntu guarantee an upgrade path from LTS to LTS+1, which presumably means users only have to follow the Release Notes (which seem to be lacking for gNS) and change their /etc/apt/sources.list at some point during the process (`aptitude dist-upgrade', etc, etc.) I don't have a CD on any of my machines (I borrow one when I make the initial installation), so I find it very surprising that the release announcement is a link to a CD image. If "currently" means "there is currently no way, but will be available soon", that's of course perfectly OK.
