Yes Parkes is based on Squeeze. gNewSense is endorsed by the FSF and has a strong commitment to not include non-free software in its distribution[1]. Though Debian does not include non-free programs or firmware in its main distribution, FSF says Debian still hosts non-free repositories in its main servers[2], which folks can use to install non-free programs.
