  FWIW, Netraverse, the Win4Lin people, offer a product that lets you run
multiple Win9X VMs on a single server, and export the KVM to remote
stations.  It's very much like the "a bunch of VNC boxes" solution, except
you can consolidate onto a smaller number of boxes.  Never used it, but I've 
been very impressed with their Win4Lin product, so it might be worth 
checking out.
