Yes, the WAV files only need to be ripped off the disc, CDParanoia style.  The 
MP3s and OGGs are ripped, then re-encoded as appropriate.

Exactly.  If root can do it, then you know things are at least configured 
properly.  You only need a permissions adjustment somewhere.  Did you try it 
with yourself in the disk group?
