RSA 91-A:2 is pretty clear that almost all meetings are open to the public. I'd be 100% certain that it would not be legal for this particular meeting to be non-public. The degree of public participation, and the rules for engagement thereof, are up to the committee, which is to say usually the discretion of the committee chair. Decorum of public participations is sometimes a factor. Quality of input is certainly another.
