There are a multitude of commercial appliances out there that will do this. Shunra is one that I have used in the past. If you are looking for F/OSS running on Linux, then take a look at NISTNet ( http://snad.ncsl.nist.gov/nistnet/). It is beta, and has been for a very long time, but it works. I have used it in various areas of network testing and pro-active troubleshooting. HTH, Kenny
