I don't understand the questrion. Do you want to time sync on time
servers, do you want to set up a time server for an internal network, or do
you want to write a program that implements the protocol.
Most commonly, you probably just want to run the ntp (or xntp) daemon.
Depending on your distribution, you can probably enable it through your
system management scripts.
There is a startup script in init.d for xntpd which starts up the xntpd
daemon. You must also have a /etc/ntp.conf file set up to point to the
time servers you want to use. You can check the relevant manpages and
FAQs.
