I don't know where the source of this lies, but I suspect it's
a GNOME setting.  I notice this most in my rxvt windows; I'm
not sure if I've seen it with any other applications.  Actually,
I see that it isn't the case with Netscrape..

When I drag to scroll down, in ye olden daze I could drag below
the bottom of the scrollbar to 'pin' the thumb at the bottom.
Under GNOME, though, if I go the least little bit past the
bottom, the thumb bounces back to the top of the scroll bar.
This means I can only drag down *near* the bottom, and then have
to click on the down-arrow to reach the actual bottom.

This behaviour is not symmetrical; dragging above the top of the
window pins the thumb as I expect.

Is there any setting I can change to make this pin at the bottom
as well?  Is this an rxvt thing, or GNOME, or what?  I haven't
been able to find anything in the man pages (though I might
have missed it)..
