To get the warning at machine startup, you'd have to have a message in
the BIOS. Some BIOS's let you do that.

Otherwise, put it in /etc/issue and /etc/issue.net (though you'll have
to edit rc.local or /etc/issue & issue.net will get rewritten
everytime.)
