Well, running:

turns up 21 hits. Many are for the :CueCat, but some others include:
GNU-barcode
linbar
(wow, 18 of 21 hits were :CueCat related - in every language I could imagine - obvious
Open Source reaction to someone telling us we can't do something, but I digress)
I'd tie it back to a app server like Zope, Enhydra, or MidGard.
A quick check of Zelerate's Warehouse Management software (at http://www.zelerate.com)
doesn't show barcoding, but I haven't investigated it sufficiently. Their AllCommerce
e-commerce package is GPL'd (the predecessor, OpenSales, was what we used to demo at
the last business show).
