Actually, from the messages I've seen, he clarified the license - similar to what 
Linus did with the GPL and kernel modules.  However, the difference is that everyone 
assumed ipf was under the BSD, and it wasn't, but was under a similar license:

Note the WITH OR WITHOUT MODIFICATION in the BSD license that isn't in Darren's.  He's 
clarified that, in fact, he left it out on purpose, and you do NOT have a right to 
redistribute modifications.

Lesson:  Read the license!
