Outlook or Outlook Express? Version? POP3/IMAP/SMTP or MAPI (MS Exchange Server)? If Outlook proper, and it is prior to 2002 version, are you running in "Corporate/Workgroup" mode or "Internet Mail Only" mode? (There are basically two versions of Outlook shipped in the same box.
