As an update, I tried pulling in the GPRBUILD and GPRINSTALL and other
programs from GNAT GPL 2017, but the issue still persisted. If I don't
have ".exe" at the end of some generated files, then it barfs on them. So
far I have discovered that it affects zbinfo, zbmcompile, gnoga_make, and
gnoga_doc. There might be others, but there is a lot of output to even try
to parse. Perhaps this is a windows specific issue?
