Not having found anything that served my purpose, I created a file-selection dialog. My personal need was for singleton programs where the program and browser run on the same computer, so I don't mind that this selects a file on the computer running the program.
It's located at https://github.com/jrcarter/Gnoga_File_Selection I've tested it on Linux and it seems to work well, though it isn't pretty. I'm not sure how well it would work on Windows.
