I've looked the bug report, and it doesn't make much sense to me... Shouldn't a well designed libgda application be database-agnostic? Besides, at least on the distribution point of view, it doesn't make much sense to assert that a plugin is available on compiling time, as it doesn't say anything about the environment the user will have when running the application.
