Software center says libtiff 4 and libtiff 5 are already installed..

I tried to reinstall libtiff using terminal using :
"apt-get install libtiff4 libtiff4-dev" (one of the steps in
http://tutorialforlinux.com/2015/02/16/how-to-install-libtiff4-for-ubuntu-15-04-vivid-gnulinux-easy-guide/
)

It gave me:
Reading package lists... Done
Building dependency tree
Reading state information... Done
libtiff4 is already the newest version.
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable

 libtiff4-dev : Depends: libtiff4 (= 3.9.5-2ubuntu1) but 3.9.7-2ubuntu1 is
to be installed
