To be fair, that's using gnome screenshot under the covers, which is a
pale comparison to shutter.  However, I've been looking through the
shutter source, and it doesn't look like there is any reasonable way to
remote control it, so hooking to gnome-do would be problematic.

I'd suggest you nudge the shutter folks to open up a remote control or
dbus interface.  If such an interface was out there, I'd definitely
write a gnome-do plugin for it, as I've started using shutter far more
extensively recently.
