I wanted to check that users of older bazaars could also branch it fine. If users with older bazaar versions can't branch it, then I wouldn't upgrade it to 2a, I'd upgrade to 1.6.1-rich-root. This is compatible with developers having local 2a repositories, and supports stacking so the initial push of branches can be much faster.
