I'm wrong that children are taken from FilesAndFolders item source only, in fact children are gathered from all sources accepting item type. So folders have all items duplicated: one copy is from FilesAndFolders, another copy is from Transmission.
I can eliminate duplicates by producing only those torrent files which aren't yet created on file system. Then I should accept IFileItem in my item source and check, whether file belongs to some torrent or not to add actions. But it is a hack.
