You can already focus windows in this way through the usual Do
interface, using the “focus” action.  I'm not sure that adding the
ability to turn an arbitrary object/action(/modifier) tuple into a
global keyboard shortcut is a good idea, though it has some enticing
elements.  One problem is that Do already has a problem with
discoverability - adding more obscure features isn't going to help that
at all ;).
