Pat Costello & co. (when they were the GNOME docs guys at Sun) always used to advocate that a core team of docs writers ought to review every user visible string that made it into GNOME, in much the same way as we tried to review every UI before major releases at one point. Massive amount of not-very-interesting work, of course, but it could probably make a great difference to the perceived quality of our desktop.
