We can of course discuss if the current definition of string freeze is
good or not - so that off-topic in this thread.

IMHO, it is not really much that changed after string freeze. IIRC < 20
strings to (re)translate. Of course that might be annoying but it's
better than to release buggy (or non-translated) software.

The last gcalctool change was way before string freeze. You do not get
notifications then. Normally, you should run intltool-update <your
language code> one day after string freeze. For anything that comes
later you will get a notification here (but do not rely on it -
rememeber "damned-lies"...)
