Part two (of two) of libgweather string churn. I've just committed the patches to give us localized timezone names rather than using the "America/New_York"-style strings. Most countries now will just end up using the country name as the timezone name, meaning they're already translated. Most of the remaining strings are either very simple ("Eastern Time") or else reuse the names of already-translated locations ("Moscow Time", "Western Kazakhstan") and so shouldn't be too hard to translate.
