I'm surprised by this turn of events, after Vincent decreed that we'd
go with 2.20 on Friday...

Anyway, here is a set of files that should give us a11y hotkeys on the
login screen (and in the regular desktop, too). We should be able to
have this working in 2.24.1.
<?xml version="1.0" encoding="UTF-8"?>
<KeyListEntries name="Accessibility">
	<KeyListEntry name="/desktop/gnome/keybindings/screen_reader/binding"/>
	<KeyListEntry name="/desktop/gnome/keybindings/screen_keyboard/binding"/>
	<KeyListEntry name="/desktop/gnome/keybindings/screen_magnifier/binding"/>
</KeyListEntries>
