Hi!

To make the user aware that he doesn't have all required packages
installed (or to say: that his distributions didn't read the docs...) I
introduced a new warning message:

"Couldn't find python-rope (http://rope.sf.net) libraries which
are needed for autocompletion in python files.
Please install them and check the python path in the preferences."

and a checkbox

"Do not show that warning again"

Of course better wording by native speakers is always welcome.
