While it's no longer relevant for this change, xgettext does seem to put the strings in the order in which they appear in the source code. I say "seem to" because I don't have a canonical source to back me up, nor did I check the xgettext sources, but I did generate a POT file to verify the comment. There's another instance of such a comment where a sentence is split to avoid leaking markup, the markup is actually critical to the proper functioning of the code in that case.
