You are right about the impossibility of submitting the translation. I realized that right after I sent my email and finished my translation. You are also right that you, me and other translators/committers/etc. don't have Git access for committing to release notes via command-line interface. My bets are on a tweak in the infrastructure's settings to allow D-L to submit to the gnome-3-32. I reported the issue to the sysadmins[1]. Lets see how it goes.
