That is a change proposed to the po/nl.po file.
(As I was wondering at first what is being asked for in this email).

Time and resources of volunteers are limited.
Hence some tickets do not get [immediate] responses.

In theory https://l10n.gnome.org/teams/nl/ would have info how to
contact the Dutch team. But that server gets migrated currently. :-/
