Recreated a configuration for shell-perf.gnome.org, put it in puppet, set it up
on webapps.gnome.org, switched DNS for shell-perf.gnome.org to point to it.
The mysql database still existed so existing system registrations are still
present, but all report data was lost.
(Not very relevant to have report data from a few months ago at this point.)
