Hello, Sam. You can do exactly this with GNOME Software.
1. Open GNOME Software. 2. Click in the "Installed" tab. 3. Click in the "(checkmark icon)" button. 4. Select the Apps you want. 5. Click in the "Add to Folder" button. 6. Enjoy your folders/categories in GNOME Shell.
