I'm running into the same issue that was described in https://bugzilla.gnome.org/show_bug.cgi?id=621969 :

I have gettext-0.18.1.1-1.1.fc13 (x86_64) along with gettext-devel which
has nls.m4. That's mentioned in the three warnings but the first
_error_ I'm getting is from AC_PROG_LIBTOOL. Where should that be
coming from? If libtool.m4, I've got that also.
