I'm about to commit a version that more or less is able to do what we want
in order to have the secondary nav bar working.

I tested it and, however the code is not the best, has only one mayor issue:
when I make the whole bar disappear it cripples up all the render (look at
the home page to see what i mean, and click on "events" to see a correctly
rendered bar). I think I should not render the <ul> at all if I have no <li>
to put in.

Anyway, a detailed explanation is in history and the commit itself, just
don't panick if upon installing looks a bit weird :).
