Actually, if the title attribute will be exactly the same as the element's text, it's semantically worthless. (See http://www.w3.org/TR/html401/struct/global.html#adef-title). I don't think "Home" qualifies as "advisory information" or "annotates" a link that already says "Home." If no additional information is given, it is pretty pointless/silly, especially since it does show as a tooltip.
Since we will have clear, semantic markup, I highly doubt that we will have search engine indexing problems anyway.
