I committed on svn an implementation of said artwork for what concerns the portal tabs. Also, I fixed the black bar separator issue that I mentioned in a mail before. I'm not sure however, that my CSS does work fine and is scalable enough for our needs: in particular, I took a peculiar approach for what concerns the background images, not following at all Mairin's suggestions. Said approach was implemented in ubuntu-linux.com, and I basically stole it from there. Renders decently on my Firefox and on my Explorer 7. Haven't tried Safari, Opera or IE6. Actually, I'm in a bit of a mess for what concerns work though (I might need to search a new job) and hence I'm a bit reluctant about taking the responsibility for the CSS. However, I'll send a mail to the list anytime I make any change, so to keep people updated and avoid "collisions".
