Or is not recommended based on how we'll be migrating the site when it's time to go live? (And the situation above...) My personal preference would be to create and edit it on the test site - part of writing the text is seeing the layout on the page.
Yes, edit in the site. We will migrate the content when we switch to a newer version. Currently the site is more or less open to everybody. There is a handfull of default users with admin privileges with default passwords. I create a new site with selected users.
