Ekiga is built around the OPAL library which, although it based on the OpenH323 library, does not yet support the audio plugins from OpenH323. This is being worked on right now - within the next few weeks we will have both audio and video codec plugins for OPAL. The AMR plugin for OpenH323 is not conformant to the RTP profile for GSM-AMR, so it cannot be used to interoperate with other AMR implementations on H.323.
