Thanks, you were right.

I was running Apache as 'nobody'. I've changed it to a user with sufficient
rights and now the commit works fine

>From the log output, I'd suggest you check to see if your Apache has
write access to the archive.  (It's usually run as 'nobody' or a
special user/group, who can rarely write to anything.)
