This is fixed in baz's latest builds.

You can convert an unsigned archive by
baz change-archive --add-signatures NAME
Currently it checks that you are doing that to a master archive. While
it certainly makes sense to do that to a mirror of a signed archive that
was constructed badly, there isn't the framework at the moment to mirror
from one copy of an archive to another, with checksums from a third.

I suspect in these cases its easier to nuke the mirror and start over.
