Savannah's Arch Centralized Development Model

Here's the sftp-server.c patch used to provide a more secure model of 
centralized development at Savannah.

http://arch.sv.nongnu.org/patches/sftp-server.patch

It triggers seal-archive.c when a file is put via sftp--this is what locks the 
checksum, log, and base/patch itself.
http://arch.sv.nongnu.org/patches/seal-archives.c -- this runs setuid

sftp-server also triggers the email notification script, which sends out 
emails, if configured, on Arch commits.
http://arch.sv.nongnu.org/patches/mail-on-commit.pl

Currently this setup is working bug free, so far at Savannah.
