[Gnu-arch-users] package framework and the system version of external libraries

Hi, patches to the build system of tla to allow the system versions of libneon and expat to be used instead of the built-in ones, either via some automatic detection, or via explicit instructions to configure, would be greatly welcome.  This is useful especially for Debian.

Note there is no plan to drop expat or libneon from the tla distribution.  I still would include them with tla in future releases.
