The short history of "touched-files-prereqs" is that
it followed a discussion with Linus where the lack of
such a feature was the reason-of-the-day to not
consider Arch.   The intent was to demonstrate to him
that, indeed, the framework was quite flexible and
could respond to his needs but the conversation didn't
really continue after that.   Since nobody was using
it that I was aware of, it bit-rotted and then disappeared.

I never see it in tla, as far as I know.
