I'm assuming this statement only deals with the Elisp virtual machine?
There has to be tons of windows specific code in the emacs.exe that
actually runs on windows?
There is Windows-specific code in Emacs. What it does is implement on
Emacs the same features that Emacs has on GNU and other operating
systems.
We don't add features that are specifically for Windows.
