I have just installed in GNU ELPA a forward compatibility implementation of cl-lib for Emacsen that don't come with the new cl-lib.
This should hopefully make life easier for external packages which want to move to the new cl-lib but don't want to drop support for Emacs < 24.3 (let's not forget that these are all released Emacsen so far ;-).
