Your link for the release notes is not included in the
package description (C-h P modus-themes) for version 4.8.0.
I also could not find a link in the mode-theme.info for
version 4.8.0, which includes many other links.
Have you included this link to your release notes somewhere
in version 5.0.0? Otherwise, a future user of your package
has to have read this mailing list or know where to search
this mailing list.
The package includes the CHANGELOG.org file. Though, yes, including the
link there makes sense. Let me think about it. The key is to not forget
to update it.
