Yes - My understanding is that the role of the GNU Webmasters is limited to briefly checking that the distro is a feasible candidate: they should have a clear policy of only including free software, and it should be reasonably apparent how to get the sources and what packages are included. If there are no glaring problems they're then referred to the gnu-linux-libre mailing list for further evaluation and discussion.
