Docker packages a program with a collection of other software.

Is all that software free?  I presumed that it is proprietary,
but now I am not sure.

If all the software that Docker puts in a package is free,
then there is nothing wrong about using programs packaged
that way.

If the packaging software is also free, then there is nothing wrong
with it either.

We might nonetheless prefer some other free software solution over
Docker; that is a different issue.
